Why can't they just base it on time and not clock cycles and distribute the new coins according to some algorithm? Time's tracked by centralized services.

In "The Lady Tasting Tea" they talk about an attempt by Kolmogorov to create some kind of "unified theory" of probability and the various failed attempts to finish it. Does anyone have a more detailed source on this? by zarusin math

That seems to have very little to do with probability, but it has links to thermodynamics, so that might be what they were talking about in the book.
