I just can't fathom how he could build something on land that he doesn't own--and not only that, it was city owned property! And when that came to light--what did he say regarding it? 'I think it's better this way?' I'm genuinely curious because it baffles me.

I don't necessarily disagree with the concept of privatizing the meters, but the way it was handled was a total disgrace, and reeks of somebody getting a kickback (unproven allegation, I know). Daley gave them a whopping three days from proposal to voting on this deal which would bind the city and its residents for the next 75 years. A monumental decision that should be properly thought and and debated. No reasonable business would ever do such a major deal so quickly.

It didn't auction for more because City Hall pushed it through in 3 days. Literally, the Council got the 3 page (!) report and voted on this 75 year contract 3 days later, at Daley's insistence. An absolute travesty.

Not really--they had plenty of options. It wasn't as though the city would be bankrupt the next day. They could have floated a bond using future revenues of the meters as collateral. Very similar, but the city keeps the rights to revenue. They could have contracted out operation of the meters but still owned them. Really anything but what they did would have been better.

I always wondered how he can get away with the things he did. Blocking off the park for years and claiming Homeland Security said he could? Building a second pier without permission? Closing off a road and (from what I've heard) building some of his duty free building or pumps on city land? And the most bizarre of all, building the duty free pumps on land earmarked for a truck access road--all of which were finally torn down after a year and rebuilt a little bit further away, away from the road. Those pumps were built at least 3 years ago, but only now the access road opened, just two months after MDOT took over the whole project and fast tracked it. I hate Maroun more than anyone, but I wonder how he got away with illegally building things so egregiously without government permission for so long, and everyone knew about it. What's his excuse for that?

Very interesting, thanks for the info. From what I've heard of Alexander, he too was similar to Ceasar in that he would offer a city a chance to be 'free' under him, but if they didn't want it, well, prepare for war. Although I never quite understood the purpose of destroying a city--wouldn't you want it to be useful to you?

As for your point on morality--good point--it's amazing to look back and think, 'What were they thinking?' But at the time, it was accepted, and our values today are not what they were then.

If they allow a certain percentage or reasonable amount, then it would be ok. In the US, while there is no strict percentage allowed, you are allowed to have a slight tint in the front windows, as long as you are viewable from the outside.
