You're right, it is a characteristic of Hiberno-English because the Irish language has no word for yes.

If they're unhappy with a meal in a restaurant, for example, they might let on that it's just to their liking and later complain about it to their family or friends, or they may complain about it there and then to their family or friends, but when the waiter/waitress comes around asking if everything is alright, they'll give an emphatic "yep! fine!"

That is so true. My dad got food poisoning before as he didn't want to bother the restaurant letting them know his fish was undercooked.
