You're only looking at the taxation, if people were smoking at the rate they were 20-30 years ago, our healthcare/superannuation would be about 4-5bn cheaper as a large number of people would never make it to the ages that healthcare becomes that expensive, and $400 a week in superannuation adds up.

It's called a universal basic income actually, and it's considered both efficient and effective. In places it has been implemented for trials it has shown a marked improvement in productivity and the only areas it saw an increase in people working less/taking advantage of it were new mothers and teenagers taking a gap between school and University.
