Imagine you had a job as a candy inspector, and you got paid based on how many bad candies you find. Nobody bothers to check if the candies actually are bad, however; they just take your word that the candies that you say are bad are bad.

Now, because you keep rejecting a huge portion of the candies that come through, you're pissing off the candy makers and the people who like to eat candy. However, you don't have to care; Mr. Sam, the owner of the candy factory, is the one who gave you the job, and he only cares that you look like you're doing a good job. It doesn't matter who you bother, as long as you keep finding "bad" candy. So you keep kissing up to Mr. Sam, talking about all the "bad" candies you kept from going out. He trusts you, so he just believes that the people who are saying mean things about you don't care about the safety of the candy.

That's why the TSA still exists. They keep finding "bad" people who want to do "mean" things, and they don't answer to you or me, but to Congress, who thinks they're doing a good job.

While I did entertain your "Janitor" analogy, allow me to propose a secondary analogy for discussion: A mod can be looked at more like a DJ. He takes a "channel" and, with a vision and an idea of what something should look like, creates something using just an idea of what should, and shouldn't, be played. If you don't like DJKarmanaut, switch the station, don't go stalking him and pounding on the doors of every office in his station and complaining loudly to everyone who will listen.

See, here's how I see it. You're the kinda guy who's used to just tossing his candy wrappers on the floor. The janitor comes along and picks them up. Then, one day, the janitor asks you nicely to stop dropping candy wrappers on the floor, and you ignore him. you keep dropping your candy wrappers on the floor, and then the janitor gets pissed at you. You then throw an entitled temper tantrum and act as if he's at fault for impinging on your freedom to drop your candy wrappers where you see fit.

Over at /r/anime, one of our mods has a "fan club". As far as we can tell, a whole bunch of people are passing around links to stuff he posts, as even posts on removed content and semi-private stuff gets downvoted.

That said, if you're going to be the kind of mod that enforces rules, you have two choices: Be Right, or Be Popular. No matter what you do, you're going to piss off at least one person enforcing rules, and possibly a whole group. Sockpuppets and alts can mitigate that to an extent, but when all is said and done, those only distract the issue temporarily and weaken your position.

I run a semi-public TF2 server. I'll answer your questions in order.

  1. I use a Linode 512 for my server. It works pretty well up to 18-24 people, depending on network conditions.
  2. Dunno.
  3. BuyVM.net (if they have stock) and Linode are the most reliable ones I've seen.
  4. Here's where things get dicey. I'm a "Mostly vanilla" guy, myself. SourceMod with RTV, Nominate, Mapvote, and an easy banning plugin that I forget the name of are all I work with.

If you want to do something crazy with your server (Other game modes like VSH, TF2DB, PropHunt, Randomizer, etc.), just be careful. They tend to be highly unstable. Fun, (Well, except for VSH) but unstable.

  1. That depends on how much horsepower your server has. SRCDS doesn't take up as much effort on the computer as most people think.

The line for me is "Did this change the status quo established thus far?". For example (Madoka spoilers) Kuybey being an evil little fucker, or Mami getting her head ate is clearly beyond the spoiler line. The fact that Shinji Ikari from Evangelion is a total wuss all the way through isn't.
