Morally and Constitutionally I absolutely agree with you. But I do think that practically the killing of citizens is more dangerous because it can suppress opposition to violent practices and create a climate of fear that entrenches current policy

Nothing did! That's the point. Wealth--both environmental and economic--is created. Poverty doesn't need to be created. It just is the way things are until people go out and produce wealth.
