I think you have to consider who the forces behind the adventure are, what are their goals, what the ruins are, why they were attacked and go from there. Also it helps if you have some basic ideas of the universe the adventure takes place, you don't need it too detailed, but it helps the atmosphere if you know whether there are 10 colonies near Sol, or a whole lot of human states waging intergalactic warfare with each other.
