You are simply wrong the law allows the federal agencies in the executive branch to move drugs to different schedules. The DEA and HHS are not independent of Obama. Obama personally selected the current head of the DEA and HHS.

You simply wrong, synthetic THC was moved from schedule I to schedule II and than years later to schedule III by the executive branch. No reason they can't do the same for marijuana. Several governors have asked for exactly that.
