But as soon as a new block is pushed onto the stack it would become the most recently reserved block, and the first block to be freed. Isn't the whole premise of a stack that only the first item can be removed.

Isn't that what the statement is saying.

A block of memory is set aside for params 01, 02 & local01, local02. Then consider_call_function02 is called so a new block is pushed on top of the stack that holds params03, params04 and locals03, locals04.
This second block is the most recently reserved and therefore is the next block to be freed?

I'm not sure and I'd love an explanation about why it is wrong? The statement seems to fit perfectly with the whole premise of a stack?
