zelf0gale is spot on, your question is pretty vague, but assuming that you mean "anything" you could have Rails generate a very basic site with only minimal knowledge of command line:

rails generate new MySite

That is, if you're happy "developing" a site displaying only the default index.html file. The rest is a combination of grokking the Model-View-Control design pattern, which is baked into Rails, learning Rails-specific methods, and some rudimentary Ruby knowledge.

If you're looking for something with even less barriers to entry, check out Sinatra.

I understand that there are steps between science and magic. But I don't know what rungs to take, or where to find the ladder. That's why, at 2:35AM on a Wednesday, I applied to Code Academy, sleep be damned. I applied because I felt that they could show me how to climb that ladder.
