I looked at this, but I couldn't find a way to just get aggregate expenditures per candidate that spans time period... for example 1930 to present. Do you have any ideas?

How? I'm saying that in both instances, you are given a forced choice. In the prison scenario, if you don't give your organs, you just live out your sentence in prison. In the tax scenario, if you don't pay taxes, you go to prison. In both cases, you don't really have a choice because the degree of punishment is so severe in both cases.
