There are actually toon shaders in maya that you can use. I haven't used them much though so I doubt id be much help :P

was this done in after effects? you might want to incorporate a bit of parallax into the scenes where hes walking

The timing is Pretty good. Ditch the awful background filters and tweek some of the camera movements and you will have a pretty nice little piece here. I especially like your sound design.
