The chart is misleading because it doesn't scale the budgets.

For instance defense, while smaller in percentage is much larger in dollar value.

It would be interesting to see a properly scaled graph

No I am actually doing the complete opposite, that is, I am taking a very narrow view.

There are even developmental psych people who suggest that the fundamental personality is in place by 2 years old. This view of "fundamental personality" obviously has very little to do with 'life learning' or with how a persons beliefs and attitudes will change after something like the military academy.

It all goes back to how much personality is genetic.

The OP which is talk about 'personality' in a general terms is certainly right that life experiences change attitudes, beliefs, and the decisions/actions a person takes... but I am talking about something different, more fundamental.

Great. What you are saying is that people have experience in life and that changes a person is some way.

But it doesn't actually change their underlying personality. Brain damage, a stroke... that can change your personality.

Maybe you think psychology is "counseling" of "therapy" but that is just one part.

Just take the time to look up some developmental psychology on 'when personality develops'.
