Well, it was originally seen to be very sexually provocative - the plunging neckline of the dress seems to bare a lot of skin, and initially it was painted with the right strap slipped off the shoulder (though there was such an uproar about that from the family and onlookers that Sargent was forced to change it...). Combined with the fact that the woman portrayed, Gautreau, was a well known socialite and instantly recognizable because of her fairly distinctive beauty, despite the attempt at anonymity with the title from Sargent, and you can begin to understand why a relatively prudish French society would be as offended as they were...

She was indeed originally from Louisiana. Her full name was Virginie Amélie Avegno (later Gautreau), and she migrated to France with her family at the age of 8 after her father, Major Anatole Avegno, died at the battle of Shiloh.

Apparently, her actual skin was quite remarkable. Quoting from here:

Her unnaturally pale skin was rumored to be caused by ingesting small amounts of arsenic, which combined with the lavender powder she loved to put all over her body - including on the tips of her ears, gave her an unnatural glow. It was this glow that entranced Sargent - and which he would struggle to capture in the studio.

So maybe capturing that transparency was ultimately a success on Sargent's part...
