I use to be dogged by one of these guys. They have multiple user names and follow a training manual. They have a "tell" in their posting that is related to their off-line responsibilities to report their activities that gives them away. I won't say anymore about it so as not to educate them. They have two additional problems. One is they sometimes get their "bios" mixed up. Another is, they are just doing their job and often do not have their hearts in what they post. This results in shallow thinking, circular "reasoning", and boring comments. They are probably not as shallow and stupid as they appear.

They do not want to downvote posts. They want to up vote so their propaganda comments can be seen.
