Which interview are you referring to? The article includes interviews with four people, and each has a differing perspective. Despite the view of the author, which is against the program entirely, there are at least two people who encourage people to consider the program.

I can read. Perhaps I could have used a better choice of words, but what I meant was that they would be rejected for the goal of working in the US.

However, the point remains. Many people have no legal path to the US. That is the simple reality.

I said they would never have received permission, period.

I said that they would be rejected, because some people think it is a problem that they come here. I used the word crime, because some people really believe coming here without permission from government officials is some kind of criminal activity—a bit like some people would label those who trade in raw milk, against the wishes of government officials, as criminals.
