I've been wrestling with this issue all last night and this morning, and have yet to come to a decision. While it seems clear to me that she will not be able to abide by the professional code of ethics, she hasn't violated the code of ethics yet. She never counseled LGBT people and told them that they are evil sinners.
I did read that she turned over counseling of one LGBT person to another student because she admitted that she had a conflict of interest, but this happens all the time in counseling and actually shows that she is willing to put the patient's needs before her own. However, this is before the patient and her had met. If you turn away a certain type of person over and over again, and it's done to their face, this sends the message that you are judging them, which is never good in counseling and would be a violation of ethics in my opinion.
I am at a conflict, because I think that people can put aside their biases for the good of another. I do it all the time, but it seems like this woman might not be able to do this. However, how can you really know the intentions of another, and it seems like they are convicting her of a type of thought crime. On the other hand, beliefs inform actions. If we hear someone say they are going to murder someone, we don't wait around till they actually commit the act, so there is some line to be drawn there, I'm just not sure where.
Can anyone out there help me come to a clear conclusion on this?

I think there is no right answer to her situation. Sure it can be avoided professionally if she avoids all LGBT in her career but that depends on whether a university can offer a universally recognized degree with that caveat.
